If i use the Toll House Cookie recipe and substitute mint extract for vanilla extract, will it work and make my cookies mint?

Yes but you may have to add just a bit more mint extract to get a real minty flavour.
Taste a bit of your raw cookie dough to see if you have the desired taste.If not add more.

I would try adding the mint instead of vanilla, but I would still add a dash of the vanilla. I think it gives the cookies a nice taste. Just using mint can sometimes come off a little harsh.
